The Khajuraho Group of Monuments is a group of Hindu, Buddhist and Jain temples in Madhya Pradesh, India, about 175 kilometres southeast of Jhansi.

These temple groupings are one of the UNESCO World Heritage Sites in India. The temples are famous for their nagara-style architectural symbolism and their erotic sculptures.

A significant feature of this site is that the Khajuraho groupings of temples include temples that were built together but were dedicated to separate religions, Hinduism and Jainism, suggesting a tradition of acceptance and respect for diverse religious views among Hindus and Jains in the region during the period of construction from 950 to 1050. 

A World Heritage site is a landmark or area which is selected by the United Nations Educational, Scientific and Cultural Organization (UNESCO) as having cultural, historical, scientific or other form of significance, and is legally protected by international treaties. 

To be selected, a World Heritage Site must be an already classified landmark, unique in some respect as a geographically and historically identifiable place having special cultural or physical significance (such as an ancient ruin or historical structure, building, city, complex, desert, forest, island, lake, monument, mountain, or wilderness area).
It may signify a remarkable accomplishment of humanity, and serve as evidence of our intellectual history on the planet.
The sites are intended for practical conservation for posterity, which otherwise would be subject to risk from human or animal trespassing, unmonitored/uncontrolled/unrestricted access, or threat from local administrative negligence.
Sites are demarcated by UNESCO as protected zones. 
The list is maintained by the international World Heritage Program administered by the UNESCO World Heritage Committee, composed of 21 states parties which are elected by their General Assembly.

The programme catalogues, names, and conserves sites of outstanding cultural or natural importance to the common culture and heritage of humanity. Under certain conditions, listed sites can obtain funds from the World Heritage Fund. 


The program began with the Convention Concerning the Protection of the World's Cultural and Natural Heritage,which was adopted by the General Conference of UNESCO on 16 November 1972. Since then, 193 state parties have ratified the convention, making it one of the most widely recognized international agreements and the world's most popular cultural program.
As of July 2018, 1,092 sites are listed: 845 cultural, 209 natural, and 38 mixed properties, in 167 states.

The sites are judged important to the collective interests of humanity.

The collective interests of humanity is a notion that requires a context, an historical context that cannot be disentangled from the history of western European colonialism and the global expansion of a "western" cultural hegemony and influence in a "globalised" world. 

The history of the UNESCO World Heritage Programme
In 1954, the government of Egypt decided to build the new Aswan High Dam, whose resulting future reservoir would eventually inundate a large stretch of the Nile valley containing cultural treasures of ancient Egypt and ancient Nubia. In 1959, the governments of Egypt and Sudan requested UNESCO to assist their countries to protect and rescue the endangered monuments and sites. In 1960, the Director-General of UNESCO launched an appeal to the Member States for an International Campaign to Save the Monuments of Nubia. This appeal resulted in the excavation and recording of hundreds of sites, the recovery of thousands of objects, as well as the salvage and relocation to higher ground of a number of important temples, the most famous of which are the temple complexes of Abu Simbel and Philae.

The project in Egypt cost $80 million, about $40 million of which was collected from 50 countries. The project's success led to other safeguarding campaigns: saving Venice and its lagoon in Italy, the ruins of Mohenjo-daro in Pakistan, and the Borobodur Temple Compounds in Indonesia. UNESCO then initiated, with the International Council on Monuments and Sites, a draft convention to protect the common cultural heritage of humanity. 

The notion of protecting the common cultural heritage of humanity was significantly developed when the United States initiated the idea of cultural conservation with nature conservation. 

The White House conference in 1965 called for a "World Heritage Trust" to preserve "the world's superb natural and scenic areas and historic sites for the present and the future of the entire world citizenry". The International Union for Conservation of Nature developed similar proposals in 1968, and they were presented in 1972 to the United Nations Conference on the Human Environment in Stockholm. Under the World Heritage Committee, signatory countries are required to produce and submit periodic data reporting providing the World Heritage Committee with an overview of each participating nation's implementation of the World Heritage Convention and a "snapshot" of current conditions at World Heritage properties.

A single text was agreed on by all parties, and the "Convention Concerning the Protection of the World Cultural and Natural Heritage" was adopted by the General Conference of UNESCO on 16 November 1972.

The Convention came into force on 17 December 1975. As of May 2017, it has been ratified by 193 states parties, including 189 UN member states plus the Cook Islands, the Holy See, Niue, and the State of Palestine. Only four UN member states have not ratified the Convention: Liechtenstein, Nauru, Somalia and Tuvalu.


The nominating process
A country must first list its significant cultural and natural sites; the result is called the Tentative List. A country may not nominate sites that have not been first included on the Tentative List. Next, it can place sites selected from that list into a Nomination File.

The Nomination File is evaluated by the International Council on Monuments and Sites and the World Conservation Union. These bodies then make their recommendations to the World Heritage Committee. The Committee meets once per year to determine whether or not to inscribe each nominated property on the World Heritage List and sometimes defers or refers the decision to request more information from the country which nominated the site. There are ten selection criteria – a site must meet at least one of them to be included on the list.


The Value System
The values that shape the ten selection criteria reflect the "universalist" framework of a United Nations organisation and tends to reflect a particular grouping of cultural assumptions that belong to the "western" world and the dominant political structures that shaped the "world order" after 1945. The UNESCO project originated even earlier.


UNESCO and its mandate for international cooperation can be traced back to a League of Nations resolution on 21 September 1921, to elect a Commission to study feasibility.

On 18 December 1925, the International Bureau of Education (IBE) began work as a non-governmental organization in the service of international educational development. However, the onset of World War II largely interrupted the work of these predecessor organizations.

After the signing of the Atlantic Charter and the Declaration of the United Nations, the Conference of Allied Ministers of Education (CAME) began meetings in London from 1942 to 1945.

On 30 October 1943, the necessity for an international organization was expressed in the Moscow Declaration, agreed upon by China, the United Kingdom, the United States and the USSR. This was followed by the Dumbarton Oaks Conference proposals of 9 October 1944.

Upon the proposal of CAME a United Nations Conference for the establishment of an educational and cultural organization (ECO/CONF) was convened in London 1–16 November 1945 with 44 governments represented. At the ECO/CONF, the Constitution of UNESCO was introduced and signed by 37 countries, and a Preparatory Commission was established. The Preparatory Commission operated up until 4 November 1946—the date when UNESCO's Constitution came into force with the deposit of the twentieth ratification by a member state.

The Constitution was amended in November 1954 when the General Conference resolved that members of the Executive Board would be representatives of the governments of the States of which they are nationals and would not, as before, act in their personal capacity. This change in governance distinguished UNESCO from its predecessor, the CICI, in how member states would work together in the organization's fields of competence.

As member states worked together over time to realize UNESCO's mandate, political and historical factors have shaped the organization's operations in particular during the Cold War, the decolonization process, and the dissolution of the USSR.

Among the major achievements of the organization is its work against racism, for example through influential statements on race starting with a declaration of anthropologists (among them was Claude Lévi-Strauss) and other scientists in 1950 and concluding with the 1978 Declaration on Race and Racial Prejudice.

In 1956, the Republic of South Africa withdrew from UNESCO claiming that some of the organization's publications amounted to "interference" in the country's "racial problems." South Africa rejoined the organization in 1994 under the leadership of Nelson Mandela.

UNESCO's early work in the field of education included the pilot project on fundamental education in the Marbial Valley, Haiti, started in 1947. This project was followed by expert missions to other countries, including, for example, a mission to Afghanistan in 1949. In 1948,

UNESCO recommended that Member States should make free primary education compulsory and universal. In 1990, the World Conference on Education for All, in Jomtien, Thailand, launched a global movement to provide basic education for all children, youths and adults. Ten years later, the 2000 World Education Forum held in Dakar, Senegal, led member governments to commit to achieving basic education for all by 2015.

UNESCO's early activities in culture included, for example, the Nubia Campaign, launched in 1960. The purpose of the campaign was to move the Great Temple of Abu Simbel to keep it from being swamped by the Nile after construction of the Aswan Dam. During the 20-year campaign, 22 monuments and architectural complexes were relocated.

The organization's work on heritage led to the adoption, in 1972, of the Convention concerning the Protection of the World Cultural and Natural Heritage.  The World Heritage Committee was established in 1976 and the first sites inscribed on the World Heritage List in 1978. Since then important legal instruments on cultural heritage and diversity have been adopted by UNESCO member states in 2003 (Convention for the Safeguarding of the Intangible Cultural Heritage) and 2005 (Convention on the Protection and Promotion of the Diversity of Cultural Expressions).

An intergovernmental meeting of UNESCO in Paris in December 1951 led to the creation of the European Council for Nuclear Research, which was responsible for establishing the European Organization for Nuclear Research (CERN) in 1954.

Arid Zone programming, 1948–1966, is another example of an early major UNESCO project in the field of natural sciences. In 1968, UNESCO organized the first intergovernmental conference aimed at reconciling the environment and development, a problem which continues to be addressed in the field of sustainable development. The main outcome of the 1968 conference was the creation of UNESCO's Man and the Biosphere Programme.

In the field of communication, the "free flow of ideas by word and image" has been in UNESCO's constitution from its beginnings, following the experience of the Second World War when control of information was a factor in indoctrinating populations for aggression. In the years immediately following World War II, efforts were concentrated on reconstruction and on the identification of needs for means of mass communication around the world. UNESCO started organizing training and education for journalists in the 1950s.

In response to calls for a "New World Information and Communication Order" in the late 1970s, UNESCO established the International Commission for the Study of Communication Problems, which produced the 1980 MacBride report (named after the Chair of the Commission, the Nobel Peace Prize laureate Seán MacBride). The same year, UNESCO created the International Programme for the Development of Communication (IPDC), a multilateral forum designed to promote media development in developing countries.

In 1991, UNESCO's General Conference endorsed the Windhoek Declaration on media independence and pluralism, which led the UN General Assembly to declare the date of its adoption, 3 May, as World Press Freedom Day.

Since 1997, UNESCO has awarded the UNESCO / Guillermo Cano World Press Freedom Prize every 3 May. In the lead up to the World Summit on the Information Society in 2003 (Geneva) and 2005 (Tunis), UNESCO introduced the Information for All Programme.

More political factors . . .
Laws passed in the United States in 1990 and 1994 mean that it cannot contribute financially to any UN organisation that accepts Palestine as a full member. As a result, it withdrew its funding which accounted for about 22% of UNESCO's budget. Israel also reacted to Palestine's admittance to UNESCO by freezing Israel payments to the UNESCO and imposing sanctions to the Palestinian Authority, claiming that Palestine's admittance would be detrimental "to potential peace talks".

Two years after they stopped paying their dues to UNESCO, US and Israel lost UNESCO voting rights in 2013 without losing the right to be elected; thus, the US was elected as a member of the Executive Board for the period 2016–19.


The export of four Egyptian temples
The success of the Nubia Campaign, launched in 1960, and ending in 1980, became a defining moment in the development of the World Heritage Site Programme. As tokens of its gratitude to countries which especially contributed to the campaign's success, Egypt donated four temples: the Temple of Dendur was moved to the Metropolitan Museum of Art in New York City, the Temple of Debod was moved to the Parque del Oeste in Madrid, the Temple of Taffeh was moved to the Rijksmuseum van Oudheden in the Netherlands, and the Temple of Ellesyia to Museo Egizio in Turin.

Where they belong?


Developing criteria for cultural and natural heritage
Up to 2004, there were six criteria for cultural heritage and four criteria for natural heritage. In 2005, this was modified so that there is now only one set of ten criteria. Nominated sites must be of "outstanding universal value" and meet at least one of the ten criteria. These criteria have been modified or/amended several times since their creation.

Cultural criteria

  • "represents a masterpiece of human creative genius and cultural significance"
  • "exhibits an important interchange of human values, over a span of time, or within a cultural area of the world, on developments in architecture or technology, monumental arts, town-planning, or landscape design"
  • "to bear a unique or at least exceptional testimony to a cultural tradition or to a civilization which is living or which has disappeared"
  • "is an outstanding example of a type of building, architectural, or technological ensemble or landscape which illustrates a significant stage in human history"
  • "is an outstanding example of a traditional human settlement, land-use, or sea-use which is representative of a culture, or human interaction with the environment especially when it has become vulnerable under the impact of irreversible change"
  • "is directly or tangibly associated with events or living traditions, with ideas, or with beliefs, with artistic and literary works of outstanding universal significance"

Natural criteria

  • "contains superlative natural phenomena or areas of exceptional natural beauty and aesthetic importance"
  • "is an outstanding example representing major stages of Earth's history, including the record of life, significant on-going geological processes in the development of landforms, or significant geomorphic or physiographic features"
  • "is an outstanding example representing significant on-going ecological and biological processes in the evolution and development of terrestrial, fresh water, coastal and marine ecosystems, and communities of plants and animals"
  • "contains the most important and significant natural habitats for in-situ conservation of biological diversity, including those containing threatened species of outstanding universal value from the point of view of science or conservation"

Endangered sites

A site may be added to the List of World Heritage in Danger if there are conditions that threaten the characteristics for which the landmark or area was inscribed on the World Heritage List. Such problems may involve armed conflict and war, natural disasters, pollution, poaching, or uncontrolled urbanization or human development. This danger list is intended to increase international awareness of the threats and to encourage counteractive measures. Threats to a site can be either proven imminent threats or potential dangers that could have adverse effects on a site.

The state of conservation for each site on the danger list is reviewed on a yearly basis, after which the committee may request additional measures, delete the property from the list if the threats have ceased or consider deletion from both the List of World Heritage in Danger and the World Heritage List.

Only two sites have ever been delisted: the Arabian Oryx Sanctuary in Oman and the Dresden Elbe Valley in Germany.

The first global assessment to quantitatively measure threats to Natural World Heritage Sites found that 63 percent of sites have been damaged by increasing Human pressures including encroaching roads, agriculture infrastructure and settlements over the last two decades. These activities endanger Natural World Heritage Sites and could compromise their unique values. Of the Natural World Heritage Sites which contain forest, 91 percent of those experienced some loss since the year 2000. Many Natural World Heritage sites are more threatened than previously thought and require immediate conservation action.



Criticism

Despite the successes of World Heritage listing in promoting conservation, the UNESCO administered project has attracted criticism from some for perceived under-representation of heritage sites outside Europe, disputed decisions on site selection and adverse impact of mass tourism on sites unable to manage rapid growth in visitor numbers.

A sizable lobbying industry has grown around the awards because World Heritage listing has the potential to significantly increase tourism revenue from sites selected. Site listing bids are often lengthy and costly, putting poorer countries at a disadvantage. Eritrea's efforts to promote Asmara are one example.

In 2016, the Australian government was reported to have successfully lobbied for Great Barrier Reef conservation efforts to be removed from a UNESCO report titled 'World Heritage and Tourism in a Changing Climate'. The Australian government's actions were in response to their concern about the negative impact that an 'at risk' label could have on tourism revenue at a previously designated UNESCO World Heritage site.

A number of listed World Heritage locations such as George Town, Penang and Casco Viejo, Panama have struggled to strike the balance between the economic benefits of catering to greatly increased visitor numbers and preserving the original culture and local communities that drew the recognition.

And, only those able to dispose of the necessary resources have the opportunity to experience this globalized "bucket list"

Whose world?


In the Enlightenment Gallery of the British Museum there is a replica of the Rosetta Stone. It is not in a glass case like the original that is to be found across the Great Court of the British Museum in the Egyptian Galleries. 











It has been on public display at the British Museum almost continuously since 1802, and is the most-visited object there.  

 


The stone, carved in black granodiorite during the Hellenistic period, is believed to have originally been displayed within a temple, possibly at nearby Sais. It was probably moved during the early Christian or medieval period, and was eventually used as building material in the construction of Fort Julien near the town of Rashid (Rosetta) in the Nile Delta. It was rediscovered there in July 1799 by a French soldier named Pierre-François Bouchard during the Napoleonic campaign in Egypt. It was the first Ancient Egyptian bilingual text recovered in modern times, and it aroused widespread public interest with its potential to decipher this previously untranslated hieroglyphic language. Lithographic copies and plaster casts began circulating among European museums and scholars. Meanwhile, British troops defeated the French in Egypt in 1801, and the original stone came into British possession under the Capitulation of Alexandria and was transported to London.

Study of the decree was already under way when the first full translation of the Greek text appeared in 1803. It was 20 years, however, before the transliteration of the Egyptian scripts was announced by Jean-François Champollion in Paris in 1822; it took longer still before scholars were able to read Ancient Egyptian inscriptions and literature confidently. Major advances in the decoding were recognition that the stone offered three versions of the same text (1799); that the demotic text used phonetic characters to spell foreign names (1802); that the hieroglyphic text did so as well, and had pervasive similarities to the demotic (Thomas Young, 1814); and that, in addition to being used for foreign names, phonetic characters were also used to spell native Egyptian words (Champollion, 1822–1824).

Ever since its rediscovery, the stone has been the focus of nationalist rivalries, including its transfer from French to British possession during the Napoleonic Wars, a long-running dispute over the relative value of Young and Champollion's contributions to the decipherment and, since 2003, demands for the stone's return to Egypt.

The Rosetta stone unlocked the meaning of Egyptian hieroglyphic texts and an empire in time was revealed. Today the world of world languages is being transformed and homogenized in the context of the fact that: 

“English in culture, like the dollar in economics, serves as the medium through which knowledge may be translated from the local to the global.”
Within the anglophone world, that English should be the key to all the world’s knowledge and all the world’s places is rarely questioned. The hegemony of English is so natural as to be invisible. Protesting it feels like yelling at the moon.
Outside the anglophone world, living with English is like drifting into the proximity of a supermassive black hole, whose gravity warps everything in its reach. Every day English spreads, the world becomes a little more homogenous and a little more bland.



The long read

An excerpt:
Until recently, the story of English was broadly similar to that of other global languages: it spread through a combination of conquest, trade and colonisation. (Some languages, such as Arabic and Sanskrit, also caught on through their status as sacred tongues.) But then, at some point between the end of the second world war and the start of the new millenium, English made a jump in primacy that no amount of talk about it as a “lingua franca” or “global language” truly captures. It transformed from a dominant language to what the Dutch sociologist Abram de Swaan calls a “hypercentral” one.

De Swaan divides languages into four categories. Lowest on the pyramid are the “peripheral languages”, which make up 98% of all languages, but are spoken by less than 10% of mankind. These are largely oral, and rarely have any kind of official status. Next are the “central languages”, though a more apt term might be “national languages”. These are written, are taught in schools, and each has a territory to call its own: Lithuania for Lithuanian, North and South Korea for Korean, Paraguay for Guarani, and so on.

Following these are the 12 “supercentral languages”: Arabic, Chinese, English, French, German, Hindi, Japanese, Malay, Portuguese, Russian, Spanish and Swahili – each of which (except for Swahili) boast 100 million speakers or more. These are languages you can travel with. They connect people across nations. They are commonly spoken as second languages, often (but not exclusively) as a result of their parent nation’s colonial past.

Then, finally, we come to the top of the pyramid, to the languages that connect the supercentral ones. There is only one: English, which De Swaan calls “the hypercentral language that holds the entire world language system together”. The Japanese novelist Minae Mizumura similarly describes English as a “universal language”. For Mizumura, what makes it universal is not that it has many native speakers – Mandarin and Spanish have more – but that it is “used by the greatest number of non-native speakers in the world”. She compares it to a currency used by more and more people until its utility hits a critical mass and it becomes a world currency.

The literary critic Jonathan Arac is even more blunt, noting, in a critique of what he calls “Anglo-Globalism”, that “English in culture, like the dollar in economics, serves as the medium through which knowledge may be translated from the local to the global.”
